SUR Construction P.L.C was established by the Endowment Fund for the Rehabilitation of Tigray (EFFORT) in 1992. It is the largest and leading local construction company in Ethiopia which has been massively involved in the construction of all kinds of Civil Engineering Construction works comprising but not limited to all types of Roads, Universities, Commercial and Social buildings, Industrial buildings, Sport Centers, Air ports, Hydropower, Irrigation and Dam Projects.

Effort has established the then Messebo Building Material Production, currently called Messebo Cement Factory PLC in July, 2001. Messebo Cement Factory is found at the northern part of Mekele the capital city of the regional state of Tigrai. The head office is about 15 KM from the center, and it has liaison office in Addis Abeba which facilitates various activities for the company. It’s major products are Ordinary Portland Cement (OPC),  Pozzolana Portland Cement (PPC),Portland Limestone Cement (PLC), Low Heat High Sulfate Resistant Cement (LHHS)
